Yes to avoid civil service. The MTA prefers to hire under MaBSTOA rather than NYCTA. One reason is they can fire you within a year without giving you any reason. One person I worked with was fired one day before his first MaBSTOA anniversary because they had no reason to substantiate firing him. They just didnt like him. Good thing I wasn't MABSTOA.

When I was hired they tried to get me to sign on as MaBSTOA. When they saw I already had 7 years of City service they agreed to hire me under NYCTA. I have many MaBSTOA friends. I cannot say if all of them are peripherally involved in buses.

RTO I think may only hire NYCT and I can't remember if everyone in Car Equioment was NYCTA, but I wouldn't be surprised if they also had some MABSTOA employees. Also, many are transferred many times during their career. They may start out working with buses. Their MaBSTOA association doesn't change when they move between departments.
