Or it could be a field checker so wet behind the ears that he thinks the subway came first and the housing developer built the wall.

Then it could be the office clerk who looked the address up to find the owner but was so short sighted that they didn't notice the easement to MTA in the land title.

I think a suitable owner's reply would be to mention that a hundred years ago he sub-arranged for a patrol several times a week and has a full time engineering staff overseeing it. They are doing this far more frequently than every 5 years so please contact 2 Broadway, Manhattan to get the latest report.
