Of course. And there would be many opportunities for people to connect within the outer bores - now they have to enter Manhattan if they go from Queens to Bronx, for example. Plus new tracks create new development; we all know that. Most major cities overseas have circumferential lines. I'm thinking London, Paris, Moscow, Berlin, Tokyo.
