An interesting yet long read. My take on this is the NYCT use of the RBB would be better than the LIRR. I can't see service to Howard Beach/JFK and the Resorts Casino being the draw for LIRR service since the NYCT would be duplicating it.However I find this interesting: A new NYCT subway “Woodhaven” Station will be centered over Atlantic Avenue with two side platforms for RBB service and potential customer transfer to LIRR Service on the Atlantic Branch below When ESA opens for service and the Atlantic Branch is reduced to shuttle, reopening the Woodhaven Station (Atlantic Br.) would make some sense.
