The current capacity of the MNRR Harlem Line locals is about 2% that of the 4, B, and D lines.

If even a small portion of 4, B, and D riders move to MNRR, someone is going to have to pay for a lot of new equipment. It's also not clear that GCT can take more trains in the rush hour.
