Run extra Harlem Line locals to a new station near the 2/5 or 4 stations in the S. Bronx, where folks can transfer to the subways. There is plenty of capacity on the Bronx portion of the Harlem line north of the merge with the Hudson line. The Harlem has 4 tracks. So does the combined Harlem/Hudson line below 125th. Thus, the slots filled by Hudson Line trains below 125th are available on the Harlem Line above 125th.
