The schema being proposed is an overly expensive and complicated solution to a simple problem. The simple solution is to add the 3rd and 4th tracks on either side of the existing 2 tracks from Newark Penn to Bergan Hill and bore the 2 new tunnels, one upstream and one downstream, next to the 2 existing tunnels and modify A interlocking in New York Penn to accommodate access to the new Penn South terminal.

All 4 track would be available to both Amtrak and New Jersey Transit and would allow the restoration and upgrading of the existing North River tunnels.
