You can reduce the lack of redundancy by more than half by adding 1 switch. Still better than tearing up the leads to the Empire connection and West Side yards.

If that was the thinking behind the schema's original intension, then why bother. Might as well have built the new New Jersey Transit facility at Pennsylvania Station like the new Long Island Railroad facility at Grand Central Terminal.
