The M8 style shoes were fitted on several LIRR M7s and have been run in daily service for months. They've been well tested on both types of third rail.

The NYP service is coming. The amount of additional third rail that would need to be laid to reach 60hz overhead amounts to about half a mile.

Though I do agree a purchase of a few off-the-shelf electric engines would have been a simpler technical solution, operationally the New Haven Line west of Stamford is almost entirely MU. Having to suddenly tiptoe around what can go into NYP versus GCT (since neither would be able to do both) would create operational inefficiencies.
