The prime beneficiaries are Bay Ridge (south of 59th St) riders for whom MTA, for whatever reason(s), failed to provide well-timed connections with the N.

If the R could just arrive at 59th St northbound and have an N come in right behind it, and vice versa going back southbound, this wouldn't have mattered.

Somehow with MTA it's better to extend the R than just master the art of setting up the connection! But more than that, "R train extended to Whitehall St all times" is more politically friendly and attractive than "R trains will now definitely connect with N trains without long waits."
