The priority IS the (L) riders as you mentioned. That's the main purpose of this.

Having the split (M) / (T) with the (T) going to 96th/2nd covers that and also has a full-time terminal that eliminates the (M) shuttles. Knowing how densely populated that part of Manhattan is and how many people actually work on the UES to serve that population is why I think this is warranted regardless of the (L) shutdown or not.
