The point is to get the trucks off the George Washington & V-N bridges.
That would be a big hit to the MTA Bridges & Tunnel Auth., but would ease traffic congestion on those bridges ... not to mention the ware & tear to those bridges.

But the capital cost of building the tunnel would require payments of hundreds of millions of dollars a year in interest. How can that compete with running trains up to the Selkirk bridge and back down?
