You are think short term. New York Penn Station was built over a hundred years ago. It has paid for itself multiple times over.

But NY Penn was all or nothing. In contrast, the Selkirk Bridge already exists and is being used far below capacity.

A harbor tunnel would make far more sense if there were demand for 10 trains per day to LI and the Selkirk Bridge couldn't handle them.
