But NY Penn was all or nothing. In contrast, the Selkirk Bridge already exists and is being used far below capacity.

Penn Station eliminated the need forever to get off trains in New Jersey and board ferries to get Manhattan.

You are still think short term. A more direct route will be just as much quicker the day it opens as it will be 100 or more years from now. The amount of time and fuel saved compared the Selkirk Bridge route will be the long term payoff.

A harbor tunnel would make far more sense if there were demand for 10 trains per day to LI and the Selkirk Bridge couldn't handle them.

Who says the tunnel will not be handling 10, 20, 50 or more trains a day in 50 or more years. Who says the tunnels only purpose is to serve the rail shipping needs of Long Island.
