No. A private property owner may still hold property despite not using it for any visible purpose. 3a. For some of them the statute of limitations has long since lapsed. And in any case, that people regularly get away with something doesn't mean that everyone will. 3b. Adverse possession does not imply abandonment. It implies neglect. Not that it matters. |
