Prior to their early retirement, there was a $19 million investment in 172 R-44s. By 2009/2010, the performance of those cars had exceeded their historic highs and surpassed the R-46s. There were three options on the table.1) Continue the Pitkin Shop enhancement program, which was succeeding. 2) Mothball the non-enhanced 100 cars and retain the 172 car fleet. 3) Scrap the 60 R-44s which were identified as having suspected compromised frames and retain a fleet of 212 enhanced cars. Since the (C) needed just 144 cars + 24 to 28 spares, virtually any of the three options would have allowed the R-32s to be mercifully put down. Instead, it seems that certain people came in with another agenda and were not confused by the proven results of the fleet. |
