Since too many people don't have much for brains, we get safety laws.

I remember it well as it's near my neighborhood and I've used the School Street crossing many times. I don't remember reading that it was illegals. Anyway, even if they were illegal it shouldn't be plural "illegals" as only the driver who cost the taxpayers the money. The passengers, whether legal or not, were innocent of any traffic laws. RIP all of them.
By the way. The school street grade crossing elimination is finished and open. I went through it the other day. It is the steepest LIRR underpass I've ever seen, much steeper than any other new elimination on the main line. I thought I was driving on a roller coaster!!
(I'm going to miss hearing the whistles from that crossing late at night at my house 3 miles away!!)

The motorcycle club I belonged to for 25 years, The Blue Knights, an international club with chapters all over the world, made up of cops & retired cops, has a strict rule that one must wear a helmet to ride with them. In 1994 they had an international convention in Bangor Maine. Maine has (or had, I'm not sure about the present) no helmet law. A bunch of us rebels, me included, decided to ride bare headed. The officers of the club made a big stink threatening us to throw us out of the club. So what we did was organize our own rides, saying we were just going out by ourselves and anyone riding near us was just a coincidence!!

DUI laws do have a purpose because driving impaired is a danger. Your ability to drive is not impaired when you drive without a belt and may even be slightly be impaired by the shoulder belt - perhaps just distracted.

On your turf - your rules (and probably more state and OSHA rules too). If your employees don't obey, off the floor they go. Fine.

On government roads - their roads, their rules. It's not all about you and what you need to be told.

That makes sense to me. If some tasks need hard hats it's easier to just make a blanket policy than worry about people changing hats both literally and figuratively.

Curious, were seatbelts required in patrol cars when you were on the job? I ask in part because many years ago, when I lived in Southern California, it was optional for LAPD officers to wear seatbelts in the cars. Then there was an accident where 2 cars collided while responding Code 3. 4 officers involved (2-man cars), 3 killed. Only survivor was the only one wearing a seatbelt. From that point on, then-LAPD Chief Daryl Gates made seatbelt wearing mandatory for all officers.

Nope. I believe they only became mandatory under the NYPD rules under Ray Kelly (but, police and others are STILL exempt under NYS VTL)
