Not Photo ID. You can open a bank account with a birth certificate. You can then use a debit card for purchases, they don't have a photo on them (rare exceptions, still not legal ID). If you don't drive, you can get along without. One can apply for government services with a birth certificate, utility bill (they don't require ID either) or Social Security card (no photo).It can be done, even in this day and age. |
