If they talk of "affluence" I thought that's how it was supposed to be, like Europe. The desirable places are in town, and the poor outcasts are relegated to the suburbs.
Putting affluence in the suburbs and having the core decay seems kinda off to me. But I suppose that's really more symbolic and doesn't matter.
