The way some landlords get rid of tenants here in NYC, is to dial 911, and report that said tenant is storing guns, drugs, or explosives in their apartment. The NYPD storms in, locks up the tenant as a possible terrorist and/or drug dealer, and by the time the tenant gets out of Central Booking, the landlord has obtained a restraining order preventing the tenant (as a "suspected" terrorist and/or drug dealer) from moving back in. It ain't really legal OR kosher, but a tenant who can't pay their rent, also can't afford a lawyer to fight this nonsense in court.

For landlords, if all else fails, there is ALWAYS a way to get those "troublesome" tenants out.
