Pretty much all of Queens, Chinatown, Sunset Park, and possibly Canarsie.The issue has nothing to do with race. What makes it seem so is NY was the epicenter for the rise of the ubran hip-hop culture which predominently affected Blacks and Putero Ricans and ecouraged self-destructive behavior. |
