He is insinuating that people driving past black people scream "roll 'em up" and click the electric locks.
I don't know what that has to do with Chris Matthews saying, or what the relevance of Chris even mentioning that would be.

"Well they look like a white crowd to me, it's pretty monochromatic"
"No surprise of the ethnic nature of the people showing up"
"It's almost like a tribal aspect, white vs "other people"
