I've read that Brookings study. It totally misses the point, by its failure to address the prestige factor. Having a mega-center, even one that operates at a loss, "puts a city on the map" and surely helps it attract new businesses. New York, with its high unemployment, has to be bold when it comes to taking such initiatives.
