The 16th Amendment to the US Constitution invalidated your argument. Get over it.

Remember that you have the Electoral College advantage and the 2 senators per state advantage (including 4 senators for the state of Dakota). It's because of those advantages that Joe Manchin decides government policy and not Chuck Schumer.
