Do we have a standing volcano or earthquake response team

Surely FEMA has people on its payroll that have expertise in dealing with these. The US government should similarly have some people on its payroll to deal with pandemics.

Please explain why there are still very few test kits available (Pence's 5 million kits seem to have disappeared).

If it's not because there was no one in government on January 25th with sufficient stature to push through the urgency of test kits, then what was the reason?
