Surely FEMA has people on its payroll that have expertise in dealing with these. The US government should similarly have some people on its payroll to deal with pandemics.
Yes, and the CDC has people to deal with disease, it's their whole reason to exist. I can't fault someone questioning why the National Security Council would also need to have a pandemic team. Does the NSC have volcano and earthquake response teams?


I've already said the lack of test kits are a problem and have said that repeatedly.

If it's not because there was no one in government on January 25th with sufficient stature to push through the urgency of test kits, then what was the reason?

I've already stated - without a national emergency declaration, nothing would have been done in time, because of all the red tape the CDC and FDA have erected to justify their existence. The slow, painful response was entirely legal and to the letter of established regulations, which is why I'm slowly realizing no one will be fired over the response time. The CDC created a flowchart that insured no one would actually get tested unless they both had all symptoms *and* known contact with a positive person. The big hole was people who had visited China were excluded on that testing flowchart even if they had symptoms.

IMO Another agency such as the NSC telling the CDC and FDA what to do would be met with the same incompetent-but-legal pushback the Coronavirus team was.
