Yes, and the CDC has people to deal with disease, it's their whole reason to exist. I can't fault someone questioning why the National Security Council would also need to have a pandemic team. Does the NSC have volcano and earthquake response teams?The CDC researches diseases, and yes, they can recommend actions. But they don't have the force or the perspective to coordinate across departments. Since pandemics tend to be global problems which can affect the country as a whole, like nuclear proliferation, it stands to reason that the organization for dealing with it is located higher up the hierarchy and can encompass many departments. By comparison, volcanoes and earthquakes tend to be local disasters which typically don't spread across the country. Measures for dealing with both have been around for many decades. |
