Criminal activity in other countries, just as life in general, is a different animal. Other countries have less guns in general, making it much less likely a confrontation with a perp could be fatal. Criminals in other countries could be less likely (on their terms) to be violent when faced with police coming onto them. It's now a game in America to run from the police and fight back. No police officer graduates from the academy without a clear understanding of the threats they may face. And it's not manufactured or imagined. As they say, the rules are written in blood. Police caution when dealing with persons of interest at a vehicle have come about from police officers being killed because the person inside had a concealed weapon the officer wasn't expecting. Which is why when being pulled over, it's common knowledge (as well as courteous), to shut the engine, open the window, turn the lights on (if at night), and keep your hands on the wheel. |
