It's cultural.

Black music. Black social media like WSHH. Encouragement by SJW's and celebrities.

I'll bet the blacks in Wyandanch are much better off than poverty stricken whites in Appalachia. But it's the blacks who have far more violence in their communities. It's cultural too.
