I would be annoyed if I tracked a shipment as having arrived at my local hub, and then the tracking goes crazy and it just disappears.
The tracking didn't go crazy. The package didn't disappear.

I would also be annoyed if UPS were to use the full time available under its promise even though I knew the package was just an hour away long before.
But would you still be annoyed if you looked at the "estimated delivery date" or whatever it's called and it was more than 1 day away, meaning UPS had no intention on delivering it to you as quickly as possible?

One can be annoyed with a transaction even if it follows all the rules.
But in this case there's no reason to be annoyed. She knew it could take a while to arrive. And UPS provides an expected arrival date once it's in the system. So she should have never gotten her hopes up that because it was coming from nearby, it would arrive much quicker than normal. And she's not just annoyed, she making multiple claims of UPS wrongdoing and she's telling others not to use them.
