It sounds to me that the talking points all went to mush and that was decided as plausible . I think the CIA didn't want to reveal much detail and the State Dept didn't want to take the blame so they hatched a stupid plan to blame the video. There were riots over it on other places so they probably figured it would buy them time to come up with a better reason.
