Federal bus operating authorities had long been subject to stitching together (or more properly, "tacking"), but the ability to do so with NYC operating authorities has not been so clear. In Queens, routes Q18 (Astoria to Woodside) and Q24 (Maspeth to Woodside) were joined end-to-end and operated as a single route, as were routes Q25 (Jamaica to Flushing) and Q34 (College Point to Flushing). Also, route Q26 (Queens Village to "Rosewood," the intersection of Hollis Court Boulevard and 47th Avenue) operated into Flushing over a portion of route Q27 (Bayside to Flushing). On the other hand, routes Q20 (Queensboro Hill to Flushing) and Q35 (College Point to Flushing) had also been joined end-to-end with the combined route franchised in its entirety as route Q20 (after which the Board of Estimate re-used the Q35 designation for a new and entirely different Q35 route between Rockaway Park and Brooklyn).

In the Bronx, Riverdale Transit apparently did receive a temporary restraining order, but it does not appear that the matter was ever decided on the merits.
