It does not make sense to have lan devoted exclusively to buses when there are barely any buses operating such as at 3 AM.Huh? It certainly could make sense, and in this specific case, it probably does make sense. At 3am there are so few cars on the road that the fact that they can't use of the available lanes will not make any significant difference in terms of capacity/LOS. It also makes sense to say that data for one hour out of 24 hours cannot justify any proposal in effect 24/7 regardless if you collect data for all 24 hours or not.No one said that. We've said that you'd look at the weekday AM and PM peaks, often also at the weekday midday peak, and sometimes also at the Saturday midday peak, especially if there is a lot of existing or proposed Retail use in the area. But there is no need to see any of the other hours unless you expect significantly different traffic patterns during those hours. |
