As for the rest of your post, what you say is true except for the last paragraph. I am not calling it a 24 proposal. Any proposal that will be in effect for 24/7 is a 24/7 proposal and needs to make sense 24/7. It does not make sense to have lan devoted exclusively to buses when there are barely any buses operating such as at 3 AM. It also makes sense to say that data for one hour out of 24 hours cannot justify any proposal in effect 24/7 regardless if you collect data for all 24 hours or not. |
