Of course the service will "lose" money, but the real question is whether or not the public policy benefits will outweigh the cost disbenefits.

A structurally-identical situation existed several years ago when the Q101 route, from Manhattan to Rikers Island via Steinway St, was separated into two routes, one local via Steinway St, and a second express route to Rikers Island. The new scheme cost more, but the political benefits--ridding the Steinway St bus of "outsiders" (mostly racial minorities)--was deemed by the local community to outweigh the additional monetary cost (and the convenience cost of less frequent service).

I do see a public policy benefit in operating bus service along a route connecting important transportation systems (i.e., the subway and the airport), and that might justify operating such a bus service with a limited demand, even as other potential bus routes with similar low demand are dismissed. But here, I think with such a relatively short Q33 bus route, the incremental public policy benefits of a separate bus route to the airport are just not that great. The public policy benefits of a new bus route to the airport from the Bronx, via the Triborough Bridge, would be so much greater.
