[A structurally-identical situation existed several years ago when the Q101 route, from Manhattan to Rikers Island via Steinway St, was separated into two routes, one local via Steinway St, and a second express route to Rikers Island. The new scheme cost more, but the political benefits--ridding the Steinway St bus of "outsiders" (mostly racial minorities)--was deemed by the local community to outweigh the additional monetary cost (and the convenience cost of less frequent service).] The local community didn't directly experience (and thus probably didn't care about) the additional monetary cost. |
