A "public policy benefit" can vary from place-to-place. In some communities, frequent bus service is important, but in other communities, isolationism is more important. Astoria does not seem to value bus frequency as highly as elsewhere. (Even more so in Glendale, transit frequency and convenience is viewed by many as a negative, for they highly value being isolated.)

Where politics is local, the community boards and council members from different parts of the City will push the values of their communities. On the other hand, many city-wide governmental entities have difficulty with adapting to community demands, and insist on using standards which are city-wide, rather than community based (which, in their defense, they may perceive as necessary to comply with principles of equal protection). In the case of public transportation, when private companies operated buses, they generally adhered to community-based standards. On the other hand, MTA Bus Company has been adopting city-wide standards in its management of the same bus service.
