I want the park. The ROW is dead as a rail line and too close to private property to make a go of it unless you bury the line and stack the tracks one on top of the other.

In that area, a park enhances property values, gives NYC more "green lung" to help with air quality, and is well worth the relatively modest amounts they are going to spend on it. It's bargain.

Nobody except railbuffs gives a rat's ass about the Rockaway rail line anymore.
