If you think just restoring service to the existing grade separated ROW is expensive, just trying to make an enbanment line an open cut would almost be cost prohibitive.If anything, they can cheaperly (I know that's not a word) just put one of those noise walls along the ROW like they do on highways if noise would be that much of a concern for traditional subway service. Or as others have mentioned, use the existing grade separated ROW for light rail instead, which is mush quieter than traditional trains. |
