Look for massive disruptions to service as a starter.
SEPTA has committed to laying track on Frankford Ave.to Delaware Ave. to short turn the 15 during this mess.A full service off street loop will be constructed for opertator conveniences. What will happen to the rest of 15 to the north after that,I don't see,they just mention a re-routing on the realigned Richmond St.

Improvements I-95/GIR1-5

The size, cost and complexity of the improvements to the Girard Avenue Interchange and adjoining sections of I-95 require that the remaining project be constructed in five separate phases. GR1 through GR5 are being designed so that their sequencing proceeds logically from one to the next, minimizing traffic and economic impacts. The estimated total cost of all I-95/GIR projects is $450 million.



I-95/GR1: This phase includes all major utility work and most of the surface street improvements and relocations, including work on Delaware Avenue, Richmond Street, Aramingo Avenue and Girard Avenue. A temporary detour road, for use during work at the interchange in later phases, also will be constructed through Conrail’s Port Richmond Yard. GR1 also will include work on the Girard Avenue trolley bridge, replacement of the bridges carrying Conrail over relocated Richmond Street, and replacement of associated retaining walls along Richmond Street and the detour road. SEPTA’s Route 15 trolley also will be re-routed during this phase.GR1 is projected for construction in 2010.



I- 95/GR2 through I-95/GR5: The mainline of I-95 and the interchange ramps at Girard Avenue will be reconstructed under these four phases. I-95 will be widened and reconstructed to add a fifth, continuous off-on lane between interchanges and to provide wider shoulders for improved safety. Minor ramp work also will take place at the Allegheny Avenue and Vine Street interchanges. These phases are projected to be under construction from 2011 until 2016.

Contracts Not Finalized For This Major Phase That Will Follow GR0-GR5



One proposal has southbound I-95 Allegheny off-ramp street transition right where and adjacent to the Westmoreland Loop; thus the loop would be “useless” and “too dangerous” to use.





“The final phase means Richmond & Westmoreland rail service may not reopen until 2020.”



The I-95 Section AFC (I-95/AFC) Betsy Ross Bridge Interchange to Allegheny Avenue is not finalized, and will take at least four years. GR0-GR5 is public at 2016, and is already running late, so 2020 may be very optimistic.

I couldn’t find any references to the 15 in the web site you referenced. Is the trolley so unimportant to PennDOT?

Somewhere in the data(in on the other links),it mentions the tracks for the 15 will be somehow be rebuilt. However, there are too many strikes against it at this point. I'll do some more research.

Route 15 mentioned

They do mention re-routing the 15, exactly how, I've heard too many options. We will see what happens. Knowing SEPTA they will make the 15 a part bus route and have a connection to what's left of the trolley route. You know how people hate 2 seat rides.

It took a little looking. but I see Richmond street relocated to the east and it swings into the old narrow section at Ann St. So the plans are to run the 15 trolley on the relocated Richmond median,restoring service.

There is some question as to the eventual fate of the loop at Richmond & Westmoreland, which may be impacted later down the road.
