It took a little looking. but I see Richmond street relocated to the east and it swings into the old narrow section at Ann St. So the plans are to run the 15 trolley on the relocated Richmond median,restoring service.There is some question as to the eventual fate of the loop at Richmond & Westmoreland, which may be impacted later down the road.
