I have been hearing about this for about 25 years. The fact that it should take so long for something so obvious is a disgrace. I don’t think there is even a walking transfer.

Were the two stations ever connected in the past?

Years ago,the bridge over the tracks had a connecting walkway to the Livonia El..
It was removed Way before the replacement overpass was built.
I remember it,because as I kid,I use to play with friends along the LIRR ROW.
The "LL" Livonia Avenue Station also had a easy way of getting on the train platform, without using the fare gates, with the same thing applied to the connecting crosswalk to the Elevated IRT line.
ONCE This became well known, the walkway was fenced off then completely removed as if it never existed.

The MEZZ that connected to that walkway was destroyed.
I know.
I saw,And walked along BOTH WALKWAY BRIDGES. TO BOTH STATIONS.

I did not know the walkway was removed. With the walkway removed, how to you cross the LIRR tracks, do you have to walk south to Linden Blvd, or north a few blocks where the road crosses over. How do you do the out of system transfer (which I thought was a paper transfer during the L East Rive tunnel rebuild)?

The walkway connecting to the Livonia Elevated was removed, while the part crossing the LIRR and to the L train remained...
The station house was on the street on the opposite side of the
RoW..where the street began again.

Back in the days, there were "openings along the fences" that allowed anyone with the ability it climb easy access to either elevated subway line if they didn't want to pay the fare.
Easy was the underlying
Danger.

Several people either fell to their deaths,or were run over by trains.
Didn't stop them,though.

When the new bridge was built, the design flaw that allowed the "free chance at death" situations was eliminated, but they didn't bring back the connecting walkway to the Powell st station.

The Mezz was rebuilt,however.

Thanks for recalling this. If I remember correctly (from the early 1950s) the original walkway was along the north side of the Livonia el structure, but outside fare control.

The transfer is done with MetroCard or OMNY just like at Lexington-59-63.

Here is a Feb 7, 2020 press release from the MTA asserting that the "New Permanent Livonia-Junius Connector [is] to be Completed in 2020-24 Capital Plan". It reports that $400,000 has already been spent as part of the 2015-19 Capital Plan on "pre-design" and that $38,400,000 has been allocated in the 2020-24 plan to complete the work. We shall see.

Hopefully, all that studying included ADA compliance.

Powell street is pretty high above ground...and Livonia station has been made complicated with the overpass rebuild.

I'm sure it'll be worked out.
THE main problem is finding a way to make East New York/Broadway Junction ADA .

The walkway in the 60's was on the south side of the overpass. When I went to Jefferson and had my free subway pass, I added both the IRT at Penn. Ave and the BMT at Livonia, so I would take the IRT (last car) one stop (they were the Lo-V's at that time) and change for the LL at Livonia.
It did require taking the overpass and going to the mezzanine and then going upstairs to LL line. If I saw the L coming down the ramp, approaching Sutter, I was able to just catch it at Livonia. If it was at Sutter Ave., I could not make it.

I used to see people climbing over the fence where the exit gate was to get in for free.

I do remember that the closed the entrance to the Junius Station, so you had to walk two blocks after you got off the ramp, but I believe that was in the4 70's.

Before the rebuild of the New Lots Station, there was no fence between the LIRR and the L, so people could just walk up the embankment at Linden Blvd and enter the station at the platform level

If you were riding Lo-Vs on the IRT mainline at that time, you weren’t changing for the LL since the BMT was not yet using letters on the Eastern Division at the time.

True, they were the BMT standards. The time would have been 1963-1965.
