MTA Issues Letter to The New York Times

To the Editor:

The MTA during this unprecedented COVID-19 pandemic has been grieving over the tragic deaths of many of our colleagues. The one-sided New York Times story “41 Transit Workers Dead: Crisis Takes Staggering Toll on Subways” that ran April 8 only adds to that anguish by ignoring the facts.

Since March 1, when the first case of COVID-19 was identified in New York, the MTA has taken aggressive action to protect the health and safety of our heroic workforce on the frontlines of this crisis.

The only ‘sluggish’ response has been on the part of the World Health Organization and Centers for Disease Control and Prevention, whose guidelines against widespread use of masks the MTA (a transportation organization, not a medical provider) initially followed but has since disregarded. To date, we have provided 460,000 N95 and surgical masks to all of our operating employees in addition to thousands of face shields and 2.5 million pairs of gloves. Only last week – after the MTA acted and we recommended our customers wear face coverings – did the CDC change course and recommend Americans wear masks. The WHO has still not acted.

Additionally, here’s what the MTA, which took many of these steps before any transportation agency nationwide, has done. On March 3, the MTA implemented new disinfecting procedures – sanitizing our stations and full fleet of thousands of rolling stock daily and fully every 72 hours. On March 11, we stepped those efforts up to disinfect stations twice daily. We have implemented rear-door boarding to ensure social distancing for bus operators and eliminated cash transactions systemwide to limit person-to-person contact.

After the state implemented the ‘NY on Pause’ order on March 20, the MTA put into place the Essential Service Plan on March 24 to preserve service for healthcare workers, first responders and other essential workers – allowing flexible scheduling to maximize social distancing and limit the number of people needed to come to work. We also implemented unprecedented back office procedures to promote social distancing in and around crew rooms and bus depots.

The MTA’s pandemic plan is a blueprint that we have followed and improved on since day one. Unfortunately, what the plan, like others nationwide, did not contemplate was that medical guidance during this specific period would be not to use certain stockpiled items for all employees. Moreover, to set the record straight on supplies provided, the MTA has given employees: 12,500 gallons and over 50,000 bottles of hand sanitizer, 500,000 sanitizing wipes and 53,000 gallons of cleaning solution. We will continue to distribute these materials.

The MTA’s singular focus is on protecting our heroic employees and customers. Any suggestion otherwise is baseless. We have implemented our plan and made necessary changes in real time as we deal with this unprecedented public health crisis.

How about we talk about the steps that the MTA could have taken, but didn't?

- Actually enforcing the "ridership for essential workers only" and keeping non-essential and THE HOMELESS out of the subway system.

- As of yesterday there are no N95 masks at any RTO facilities I've been to. Yesterday as in APRIL 7. But there is the paperwork to make sure no employee gets 2 masks in the same week.

- Doing a proper redistribution of crews so that all lines could run proper service, rather than have as much as 90 minute gaps between trains. This was finally implemented YESTERDAY, APRIL 7. Closing down some of the terminals such as Utica on the 4 and consolidating service would have also helped.

- How about shutting down the entire system, even if for a couple hours a night, so that proper cleaning can be performed and all the non essentials kicked out? Maybe close it down for a weekend?

No? They are all puppets of the governor anyway. I noticed an increase in negativity towards the employees that coincided with Foye's ascension to the upper realms of puppetdom. Perhaps it was a coincidence. I can't remember anything except what's supposed to be on next week's pay stub, anyway.

That works.

I think they were quicker to shorten A and C trains than Lexington Lines but the 2 train tragedy happened as all this was impacting the system.

I still don't understand why the MTA was allegedly directing crews not to wear masks "so as not to scare passengers". Wouldn't passengers want to see that all possible precautions are being taken?

Denver has adopted rear bus boarding as well. Fare collecting has been suspended, and light rail trains are now three cars - most likely for social distancing purposes.

Sadly the contract last negotiated recently was a 4 year one.

By then Foye will be long gone and whoever the governor is will say thank you but we have no money since 2020 was a bad year for MTA & the state of NY which we still haven't recovered from.

I expect a big turnover of personnel amongst the workers and union "suits" by then.

Since we are experiencing a condition the likes of which has not been seen during most of our lifetimes, I suspect a lot of changes to come including even the possibility that the workers might demand an election and vote out the TWU in favor of one of the ATU locals 2 of which are already on the property representing Queens and Staten Island bus employees.

On the LIRR we didn't get around to a new contract before all this happened, and negotiations hadn't been going too well. Who knows what will have gone down by the time talks resume. We'll negotiate against a weasel to be named later, and get the shaft, I'm sure. Eng has also written a letter about heroic employees. Not sure who they think they're fooling.

I stopped believing the New York Times around 1993 when it ran a Page 1 story about my former NYCT boss. He had left for another transit system and it referred to him “as one of the most respected transit managers in the United States.” That was clearly an opinion and was not appropriate for a news article. The story also wasn’t worthy of being on Page 1 of the Times. It was only there because he was friends with the reporter.

And now that I think of it, back in the late 60s when I was in college, there was a student 20 years older than the other students. She also had a reporter friend from the Times. One day she hung a few balloons on the mezzanine of the 68 Street station to “beautify” the station before the MTA’s Station Beautification Program. Guess what? That was also a Page 1 New York Times story and May have even been the inspiration for the Adopt a Station or Station Beautification programs. Rather than complementing the student, our Polici Sci teacher became very upset. She told her that she had been trying for thirty years to do something that would get her into the New York Times and you do it with a few stupid balloons.

Did I say the guy was bad? You read what you want to read. All I said is that was an opinion and does not belong in a news article and the article wasn’t important enough to merit Page one coverage.

The fact was that the guy moved from city to city and country and didn’t last more than two years anywhere he went. He even returned once to the MTA to head East Side Access but was out after only three months. If that was my career, and the article was about me, you wouldn’t be defending me. You criticized me because I was director of Bus Planning for not six months. Coincidentally, one of my neighbor’s brother worked for him in another city and called him a horror. When I started working for him I thought he was great and really liked him.

That would not be a good idea either since there are non essential passengers who still need to use public transit to get to any doctor’s appointments that gave not been canceled and in some cases to even get to super markets if they don’t live close to any.

I did not say it's a good idea or that I advocate the policy. I'm saying that's the direction America is going in, in every state, just some worse than others.
