Finally SAVED!

A long process that included a ruling by the US Department of Justice has reached a major milestone. Stockton Terminal and Eastern EMD SW1200 #678 has been spotted at the BNSF yard in Stockton CA. ready for movement east. In order to meet California EPA requirements associated with the locomotive's replacement the prime mover was intentionally made inoperable by drilling at least one hole in the engine block. DOJ got involved due to the engine moving across state lines for donation. The switcher was photographed in 2017 at Stockton:


The locomotive is bound for Hamburg PA and the Reading Company Technical and Historical Society. The endcab left LaGrange in 1963 as Reading #2719. It will be the only green & yellow switcher in our collection once it is repainted. It has been heavily modified internally in several ways including a Detroit Diesel prime mover replacement. This was easily the most complex acquisition the Society has been involved with. The below shot was taken in Philly in '73:


No exaggeration gang...a book could be written about all the drama, suspense, intrigue, letters (both legal & informal), phone calls, court testimony and rulings plus the mountain of paperwork generated by all the parties involved to get this done. I don't think I'll ever really know everything that went down. And I'll probably be better off that way!

That California law (or grant requirement) that obligates locomotives to be scrapped or rendered inoperable is a farce.

Totally unsurprising, given the locale, but a disgrace and a major hindrance to diesel preservation efforts.

right, laws preventing fraud are unfair to corrupt actors.

There is a photo of #678 on the TRAIN ORDERS website with a red banner attached to the handrail proclaiming "Reading 2719 is returning home". It may be on the way but if not it should be moving soon. The paint looks pretty good so odds are we ain't doing it anytime soon. Same for the CSX GP39-2 that arrived in October 2019. First quality repaint is going to be the Official Car. I'm estimating to do the 15 right will be about 40K in materials alone:


And we have a building going up this year. Reading Tech is going to be spending a lot of cash in 2020!

Sarge & I are going to have a Reading Railroad Heritage Museum table at the Clark NJ show in March. We're going to be showing photos of the progress we have made with the equipment side of the collection. If the switcher makes it in time I'll shoot it for display.

CA just hates the USA. They want to vandalize historic objects in order to vandalize history.

As the famous saying goes "It is a nice place to visit but I sure wouldn't wanna live there".

There are other ex-RDG engines out there but we are not going to pursue them. ST&E went way over & beyond to do what was needed for us to get this one.

When the Federal EPA pays for an air quality project the goal is to eliminate a point source, not pay for a new engine and have the point source keep operating somewhere else. For locomotives this means the diesel engine being replaced has to be scrapped. In this case the diesel appears to be some Detroit Diesel replacement of the original EMD 567C, which would be no big loss.

Again, not a California law, someone in the state was interpreting the terms of whatever EPA grant paid for the locomotive's replacement.

I found a link to an article describing the replacement locomotive and associated procurement process. I don't know why the Feds were involved, but the San Joaquin Valley Air Pollution Control District could have been the local face of an EPA funded program.

Knoxville Locomotive Works is a well known player in the field of defacing historic locomotives with new MTU stationary and marine engines.
