I found a link to an article describing the replacement locomotive and associated procurement process. I don't know why the Feds were involved, but the San Joaquin Valley Air Pollution Control District could have been the local face of an EPA funded program.Knoxville Locomotive Works is a well known player in the field of defacing historic locomotives with new MTU stationary and marine engines. |
