Right we are not a church. We have a church, and some of our property is exempt (the religious buildings) but our land is not, we pay the same property taxes as the farmer next door. And that is fair.

Churches do pay sales taxes in ND. Go figure.

Eminent domain, by law, requires the government to pay the property owner fair market value on whatever the government is taking.

It is my belief that the verbiage about farm subsidy was partially true, but also an attempt to get the GOP hard liners to support the program. There were counties in the 70s which opted instead for
"commodity food" which meant the recipient each month collected lowest end canned goods, cheese, cereal, peanut butter, clearly commercial products but USDA lebeling.

as to the electronic replacements, maybe more cost effective,but also some profit for the very largest of the bank crooks.

Si. This is so, so I was surprised when I had to collect taxes from churches when they purchased altar wines from the Abbey. I mean, I knew that the monks were not tax exempt, but I did not know that of the churches too.

What else is in the Constitution? Regulating interstate commerce does not mean controlling it via thousands of pages of draconian burdensome micromanagement as it does now, nor get involved in intrastate affairs; and this is a power given to Congress and not the executive branch (all the several "departments" e.g. agriculture are executive branch departments).

What percentage of Portal Bridge and North River tunnels use is by Amtrak and what percentage by NJT? Repair costs should be divided proportionately.

Doesn't matter. Amtrak owns all of this, therefore Amtrak is responsible for the upkeep & replacement of worn out infrastructure. NJT is a tenant & has no obligation to invest in something they don't own, nor should they.

But most of the wear and tear on the infrastructure west of NYP is probably caused by NJT. Even if Amtrak does the entire repair and capital construction itself, New Jersey (and possibly New York) should give them the money for their share. The question is where is the money coming from - Amtrak sure doesn't have it. The whole NYP operation is primarily a commuter operation - NJT and LIRR.

It all depends on how the lease/operating agreement is written.

Many businesses have triple net leases, where the tenant pays for property taxes, insurance, and maintenance.

No. It is AMMTK property and they should make the repairs 100% on their dime.
Then they will raise the access fees and rents to NJT to cover their expenses.

AMTK gets to pay all at once, NJT gets to pay on a per trip basis over the next 50 years.

Of course doing it this way leaves NJT/LIRR at the mercy of whatever fees AMTK sets.

If they make it a joint project then perhaps they can even negotiate reduced operating fees and get a number of contracted slots as well..
