Freeport is in the Town of Hempstead, but is not a part of the town of Hempstead. Something like a hole in the Swiss Cheese.

Merick OTOH must be a Hamlet, since it has no village government. All functions come from the town of Hempstead or from the County of Nassau.
It does have school districts and fire districts, but these are not governmental functions. It does have a post office and a zip code.

Water is provided by a private company, and I remember when "THEY" (who ever 'they' are) put in the sewers. I suspect that this was done by the Town of Hempstead. Garbage is collected by the Town of Hempstead.

When they put those sewers in residents complained that they did not re-pave the roads, but rather just laid down gravel and tar with some sand on the top. Guess what... That Is what the original roads were made of and within a month or two they7 looked exactly like they did before the project started.

Freeport, as a village, is absolutely part of the Town of Hempstead.

School districts and fire districts are absolutely government functions.

Yes. The 2nd Precinct is in Huntington, just off of Jericho Tpke.

Out here the Richardton School district covers 1/3rd of Stark county and a good incursion into Dunn county.

Indeed, students around here can decide which school to go to.

And the FOOTBALL TEAM....

To scratch together a nine-man football team we are the "Richardton-Taylor-Hebron Raiders."

Hebrons basket ball teem however joined with New Salem, do go figgure.

Fire and EMS districts are laid out with a compass, what ever one you are closest to, that is the one you get. (AND pay for in your mil-levy.)

Richardton-TAylor Ambulance used to cover 700 square miles (about twice the size of NYC) wit one rig and a volunteer squad. Some of that area within Stark County was given to the Hebron ambulance since they were closer, and because there were no really good roads between us and that territory. It was simply easier to reach from Hebron.

And, oh yeah... There are only three paved roads in the R-T ambulance district, not county city streets and the interstate.

There are several Central School Districts in NYS, I think that three of them are on Long Island.

The Merrick, North Merrick, Bellmore, and North Bellmore school districts make up Central High School District No. 3.

To sit on the board of the central district, you must already be on the board of one of the constituent districts.

That's not how it works in NYS, I believe. I don't know what makes a "Central School District" such, but Longwood's board was made up of residents in the district, whom were elected, along with the Associate or Assistant Chancellors (i.e.: of Human Resources, etc.), and Chancellor, President and VP.

As an IT tech, I was responsible for rigging the board room (in Longwood HS, or mobile if the meeting(s) were at another location in the district) on the day of the meetings for recording. I had gotten to know the majority of the Chancellor's (and Asst./Assoc. Chancellors) staff.

That sounds like a topic which was rain=sed in my Poli Sci class on urban politics at Queens College in 1964. When Lefrak City was being planned, its developers were arguing which post office it would belong to, Corona or Elmhurst. When the smoke finally cleared, the post office in which it would be located was Lefrak City.

Are not. They have their own boards and have no higher government authority to report to.

Just because in some areas they are independent boards does not mean they are not governmental in nature and function.

BTW, in many cities, fire departments and education boards report to the mayor.
