Freeport is in the Town of Hempstead, but is not a part of the town of Hempstead. Something like a hole in the Swiss Cheese.

Merick OTOH must be a Hamlet, since it has no village government. All functions come from the town of Hempstead or from the County of Nassau.
It does have school districts and fire districts, but these are not governmental functions. It does have a post office and a zip code.

Water is provided by a private company, and I remember when "THEY" (who ever 'they' are) put in the sewers. I suspect that this was done by the Town of Hempstead. Garbage is collected by the Town of Hempstead.

When they put those sewers in residents complained that they did not re-pave the roads, but rather just laid down gravel and tar with some sand on the top. Guess what... That Is what the original roads were made of and within a month or two they7 looked exactly like they did before the project started.
