I don’t know if it’s the same as it used to be but if I recall, the test for a title that could be filled both open competitively and promotionally was the same but candidates who took the test as a promotion had preference ahead of those who took it as an open competitive. |

That's the way my (non-MTA) State agency works as well. The first step up the promotion ladder is filled with both a promotional and an open-competitive exam.People appointed off the o/c list do not have a fall-back if there are ever layoffs. |

I don’t disagree, however, I think the days of the separate C/R and T/O titles are coming to an end. I suspect that the MTA is going to try to ram OPTO down the union’s throat and it will start by eliminating the C/R title per se and setting it up the Canadian way. T/O #1 will operate N/B and T/O #2 will work the doors. On the return trip T/O #2 will operate and T/O #1 will work the doors. Eventually, lines where it is deemed safe to do so will be made 100% OPTO because the powers that be will cite procedures on other transit systems that use long trains like WMATA and convince the arbitrators to go along with management. Of course, not all lines would be considered suitable for OPTO, but those that are will become such. In addition, with modern technology such as closed circuit TV as is used in Philly, OPTO will become safer than at present. |

Philly is doing well with the OPTO system on the EL, and the cameras. Another plus is we don't have any stations on a curve.On the BSL, it's OPTO but it really works the operator at center platform stops.He has to stop the train, keep the brakes applied , and get out of the seat to operate the doors on the center Platform side.Then back in the seat. |

They currently have cctv's at curved stations.Also it's a matter of numbers. For T/O to simply be promotional there wouldn't be enough T/O jobs being filled. Promotional only comes from C/R and they have the choice of going either T/O or ATD if they want to move up at all. With that 3 way split there just wouldn't be enough T/O slots being filled. |

As for the ATD jobs, there is some scuttlebutt that the ATD and T/D jobs as we know them will be phased out and there will be one title T/D which will will perform the current ATD duties and be called T/D Level 1 and the T/D in charge of the terminal will be called T/D Level 2 and be appointive like line supts. Another chip away at the civil service system as we know it. |

Unless I'M missing something it all sounds counterproductive from a business standpoint. To intergrate titles to have T/O 1 and 2 and T/D 1 and 2 you have to pay them all like T/O's and T/D's that's paying more salary. I know the endgame for T/O's to have everything OPTO but it's not gonna happen. Look what happened when they tried it on the L. |

I wouldn’t say OPTO is never going to happen especially if the powers that be in the MTA do their homework. When OPTO was first introduced, the MTA offers OPTO T/Os a premium which the TWU rejected, looking for more. The MTA along with the arbitrator surveyed other systems with OPTO an found they were paying even less for OPTO than the MTA’s offer so the union lost that one. |
