Slow Order Brighton, Where?

Did I have an overly cautious T/O on the B this morning?
He crawled in southbound at Kings Hwy and then on our trip to Newkirk he took several reductions. I mean strong reductions where if we had standees they would have had to grab on.

We were very slow in to Newkirk which we normally catch the Q train that arrives at the Hwy before the B, but it was long gone. The Q even beat us to Church, had closed down already and got the lineup into Prospect and we had to wait for X388.

So does the slow order this year start before Kings Hwy or was this just at T/O be supper careful (did someone get banged in for an overrun recently?)?

Historically the slow order on both southbound tracks started around Ave H.

The slowdown occurs in October due to fallen leaves from newkirk to church ave. No more then 10mph.

It actually always used to start by Ave H, that is where the yellow board is posted (Yellow circles).
SO my question still stands did they move the start of the slow order LOCATION not the month.

It could be possible that an emergency slow order might have come from the RCC over the radio.

Perhaps he was being extra cautious because: maybe this is his first fall season operating on the Brighton Express.

Keep in mind most if not all of the express tracks are not used on the weekend, so on Mondays they are extra slick this time of year for most of the AM rush. I know this from talking to B t/O's when I worked the Franklin Shuttle, and that was when the line had slant R40's. The R68A's, which dominate the line, have finicky brakes on dry rail, let alone slimy rail.

So is this the plan forever . . . to just have all Brighton trains run at 10 MPH from Newkirk to Church during leaf season? Even for MTA, that doesn't strike me as a typical official plan.

The slow order on the Manhattan-bound local appears to only be from Avenue H to Newkirk Plaza. There’s a proceed sign at the north end of the platform at Newkirk Plaza. Usually, the slow zone extends all the way up to Church Avenue.
